ブリーフィングのご案内 「国連の行財政の現状と課題」

国連総会行財政委員会（第５委員会）事務局長 兼 計画調整委員会事務局長を務めるモーゼス・アベリアン氏（アルメニア）が、外務省の招へいにより、このたび来日します。
国連広報センターは、アベリアン事務局長によるブリーフィング「国連の行財政の現状と課題」を、
2月18日（木）、東京・渋谷の当センター・オフィス内で開催します。アベリアン事務局長は国連行財政の実務に最も精通している国連職員の一人であり、国連予算の策定から決定に至るプロセス、さらに各国の国連分担率などについてお話しする予定です。また、外務省より紀谷昌彦国連企画調整課長にコメントをいただきます。ぜひご参加下さい。

モーゼス・アベリアン事務局長の略歴：2003年、国連総会第5委員会事務局長に就任。それ以前は、アルメニアの国連常駐代表・特命全権大使（1997-2003年）。このほか、国連総会第5委員会議長（1998年）、ユニセフ執行理事会議長（2001年）など、多数の国際機関で役職を務める。
国連総会第5委員会の概要：総会において国連の行政および予算を審議する委員会。第5委員会は、国連の通常予算、平和維持活動（PKO）の行政および予算、分担率など国連行財政全般にわたり審議し、決議案を総会本会議に上程する。また、国連専門機関との共通制度の財政および予算を審議し、当該国連専門機関に勧告を行う。

Mr. Movses Abelian, Secretary of the Administrative and Budgetary Committee of the General Assembly (Fifth Committee) and the Committee on Programme Coordination (CPC), will visit Japan upon invitation by the Ministry of Foreign Affairs.
Taking this opportunity, Mr. Abelian will brief on the administrative and financial operations of the United Nations -- the status quo and the challenges it faces --, with focus on the process of planning and decision-making of the UN budget as well as the scale of assessments of Member States. Mr. Masahiko Kiya, Director, UN Planning and Administration Division, Ministry of Foreign Affairs, will be present at the briefing as a commentator.

Biographical Note: Mr. Movses Abelian assumed the office of Secretary of the Administrative and Budgetary Committee of the General Assembly (Fifth Committee) and the Committee on Programme and Coordination (CPC) in 2003. Prior to his appointment in 2003, Mr. Abelian was the Permanent Representative of the Republic of Armenia to the United Nations with the rank of Ambassador Extraordinary and Plenipotentiary, a post he held since 1997. During his career representing Armenia in the international community, Mr. Abelian took several posts including the Chairman of the Fifth Committee (1998) and President of the United Nations Children’s Fund (UNICEF).
The Fifth Committee is the Committee of the General Assembly with responsibilities for administration and budgetary matters. Based on the reports of the Fifth Committee, the General Assembly considers and approves the budget of the Organization. The Assembly also considers and approves financial and budgetary arrangements with specialized agencies and makes recommendations to the agencies concerned. The Committee also deals with administrative and budgetary aspects of UN Peacekeeping.
