潘基文（パン・ギムン）国連事務総長は2008年4月3日、キャサリン・ポラード氏（ガイアナ）を人的資源管理担当事務次長補に任命すると発表しました。ポラード氏は、国連ジュネーブ事務局の副事務局長に任命されたジャン・ビーグル氏の後任となります。
事務総長は国際公務員の中から、管理ノウハウと変革への意欲を備えた経験豊富なリーダーを任命できたことを大いに喜んでいます。ポラード氏の任命は、人的資源管理という重要な分野で国連を強化するという、事務総長の公約をまさに体現するものといえます。この公約の中心的目標は、多機能で機動的かつ専門的な人材を育成し、スタッフがその職務遂行にあたり、不必要な官僚的制約を受けないようにすることにあります。国連の管理者、スタッフ間の強力で生産的な関係、そして加盟国からの支援がないかぎり、徹底的な改革はあり得ません。人的資源管理局に着任するポラード氏は、この仕事を成し遂げるために、さまざまなステークホルダー・グループとの間で協調的パートナーシップを構築できる能力をすでに実証しています。
現在（2008年4月3日時点）、平和維持活動局で首席補佐官を務めるポラード氏は財務、人事、総務の各分野で実績を上げています。シニアレベルのどのポストに配属されても、現状の打破と管理慣行の実質的改善に尽力してきました。最近では、平和維持活動局とフィールド支援局の継続的再編の実施を直接に担当しています。
ポラード氏はこれと同時期に、事務総長が人的資源管理を含む管理慣行の合理化を目指して設置したタスクフォースにも、積極的に貢献しました。それ以前は、管理局の平和維持資金調達部長として、予算の戦略的重点化と予算策定プロセスの合理化に取り組む事務総長の改革を実施に移し、成功を収めています。
ポラード氏はこれまで国連職員として、国連ボランティア計画（UNV）やクロアチアの国連防護軍、国連開発計画（UNDP）で、資金・人的資源管理を担当しています。
ポラード氏は1960年、首都ジョージタウン生まれ。ジャマイカのキングストンにある西インド諸島大学で会計学修士号を取得しています。

Biographical Note Secretary-General appoints Catherine Pollard of Guyana as Assistant Secretary-General for Human Resources Management

United Nations Secretary-General Ban Ki-moon today (3 April 2008) announced the appointment of Catherine Pollard of Guyana as Assistant Secretary-General for Human Resources Management. Ms. Pollard will replace Jan Beagle, who has been appointed Deputy Director-General of the United Nations Office in Geneva.
The Secretary-General is very pleased to appoint from within the ranks of the international civil service an experienced leader with management expertise and commitment to change. This appointment is a cornerstone of his commitment to strengthen the Organization in the key area of human resource management. The central objective is to build a multifunctional, mobile and professional workforce and to free the staff from unnecessary bureaucratic constraints in the pursuit of their duties. Far-reaching reform can only be based on strong and productive relations between United Nations management and staff and the support of Member States. Ms. Pollard brings to the Office of Human Resources Management her demonstrated capacity to forge collaborative partnerships with different groups of stakeholders in order to get the job done.
Ms. Pollard, currently (as of 3 April 2008) Chief of Staff in the Department of Peacekeeping Operations, has a proven track record in financial, human resource and general administrative management. In each of her assignments at senior levels she has helped to effect real improvements in management practices, moving away from the status quo. Most recently, Ms. Pollard has been directly responsible for implementing the ongoing restructuring in the Departments of Peacekeeping Operations and of Field Support.
During this period she has also been an active contributor to the task force established by the Secretary-General to streamline management practices, including human resource management. Previously, as Director of the Peacekeeping Financing Division in the Department of Management, she successfully implemented the Secretary-General’s reforms to enhance the strategic focus of budgets and to streamline the budget process.
Her career in the United Nations includes assignments in financial and human resource management of the United Nations Volunteers Programme, the United Nations Protection Force in Croatia and the United Nations Development Programme.
Born in Georgetown in 1960, Ms. Pollard holds a master’s degree in accounting from the University of the West Indies, Kingston, Jamaica.
