国際原子力機関(IAEA)からのお知らせ ― IAEA’s Comprehensive Report on Fukushima Treated Water Release

In April 2021, Japan announced the Basic Policy on handling of Advanced Liquid Processing System (ALPS) treated water stored at the Fukushima Daiichi Nuclear Power Station, which is to discharge ALPS-treated water into the sea surrounding the plant, subject to domestic regulatory approvals. Soon after, the Japanese authorities requested technical assistance from the IAEA to monitor and review those plans and activities related to the discharge of ALPS-treated water to ensure they will be implemented in a safe and transparent way.

The IAEA Director General, Rafael Mariano Grossi, set up a Task Force to provide Japan and the international community with an objective and science-based safety review. It consists of staff members from across the departments and laboratories of the IAEA, and 11 internationally recognized experts with diverse backgrounds from Argentina, Australia, Canada, China, France, the Marshall Islands, the Republic of Korea, the Russian Federation, the United Kingdom, the United States and Viet Nam.

Over the past two years, the IAEA has conducted an extensive, impartial safety review based on three strands – technical, regulatory, and independent sampling and analysis against the IAEA Safety Standards, which constitute harmonized high levels of safety worldwide and, as such, a global reference for protecting people and the environment.

The IAEA Director General will travel to Japan this week to present the comprehensive findings of the IAEA’s safety review of Japan’s plan to release treated water from the Fukushima Daiichi plant into the sea. During his 4-7 July visit, Director General Grossi will meet with senior Japanese officials and also travel to the Fukushima Daiichi plant where he will inaugurate an IAEA office at the site. The Director General will hold a press conference at 16:50-17:20pm on 4 July in the Nippon Press Centre Building in Tokyo.

The IAEA has created a dedicated webpage about the Fukushima Daiichi Advanced Liquid Processing System (ALPS) Treated Water Release to provide all information regarding Japan request of technical assistance from the IAEA to monitor and review those plans and activities related to the discharge of ALPS-treated water to ensure they will be implemented in a safe and transparent way.

The IAEA will conduct this review against the IAEA Safety Standards, which constitute harmonized high levels of safety worldwide and, as such, a global reference for protecting people and the environment.
